In international law, collective punishment is considered a violation and is prohibited under the Geneva Conventions. When the actions result in significant civilian casualties and destruction without military justification, they are War Crimes. Full stop! Such acts are judged under international humanitarian law. The United States threatened the ICC, its other allies, the world and even their own citizens to protect these War Criminals from consequences.
